MONGOLIA’S ECONOMY FORECASTED TO GROW 4.8 PCT IN 2021: ADB

Driven by favorable terms of trade and higher export demand, Mongolia’s economic growth is expected to recover gradually in 2021 and accelerate in 2022 as pandemic risks fade and the global recovery strengthens, says a new report by the Asian Development Bank (ADB) released today.

In its flagship economic report, Asian Development Outlook 2021 (ADO), ADB projects Mongolia’s economic growth to recover to 4.8% in 2021 compared to the 5.3% contraction seen in 2020 before climbing to 5.7% in 2022, boosted by domestic demand, investment, increased private credit, and a full recovery across economic sectors.

“After 3 years of robust growth prior to COVID-19, the economy plunged into a deep contraction for the first time in 11 years as the pandemic caused industrial output and investment to slump—creating urgent needs in public health, social protection, employment support, and financial stability,” said ADB Country Director for Mongolia Pavit Ramachandran.

ASIAN “SUPER GRID” PLANS COULD MAKE RENEWABLE ENERGY AS CHEAP AS COAL

A renewable energy super grid that would connect six major Asian nations has been proposed in a move that would make solar power cheaper than coal.

Chinese scientists have made the proposal that would link China, Russia, Mongolia, South Korea, North Korea and Japan – a region responsible for one-third of the world’s energy consumption.

The Chinese Society for Electrical Engineering released a study that has shown that this super grid would drive down solar, hydro and wind power costs to around five US cents per kilowatt-hour, which is cheaper than the cost of coal at present in China.

Best of all, every nation involved, except for North Korea, has already signed agreements in principle to be part of this super grid, paving the way for a global renewable energy boom and drastic reductions in costs.

While this network connecting Asia’s most significant consumers would ultimately result in cheap, green power for all, there are substantial costs involved in establishing it.

AGRICULTURAL MACHINERY, EQUIPMENT AND SUPPLIES EXEMPT FROM VAT UNTIL 2025

On April 23, the parliament approved bills on value-added tax exemption and customs duty exemption. 

According to the bills, essential equipment, supplies, and machinery for the agricultural industry, such as tractors, combine and other engineering vehicles, irrigation, forestry, and poultry farming equipment, fertilizers and plant protection products, equipment for greenhouse farming will be exempted from value-added tax and customs duty. 

The law on value-added tax exemption will be effective until January 1, 2025, and the customs duty exemption law’s effective date is set until January 1, 2022. 

The exemptions granted to the agricultural equipment and machinery will help stabilizing the farming industry production, improving the economic capacity of farmers, introducing new advanced technologies into the agricultural industry, supporting employment in the agricultural and farming businesses.

INADEQUATE LEARNING, LOSS OF EARNINGS: THE STAGGERING COST OF SCHOOL CLOSURES IN ASIA

If safe re-opening and remedial actions are not prioritized, Asia’s students will bear the long-term costs of this pandemic.

When COVID-19 emerged as a global threat in early 2020, the economic consequences of necessary lockdown measures were an early concern. That was closely followed by concerns about the impact of school closures. It wasn’t just because of the toll on parents working from home with young children. Parents, educators, and policymakers alike recognized that education plays a vital role in the social development and economic potential of the next generation.

Here we are one year later, and the pandemic persists. In 2020 developing Asia contracted— for the first time in six decades—but the Asian Development Bank projects that the region will bounce back with 7.3% growth this year. What will be harder to recover are the long-term losses brought by the disruption to education.

In nearly half of the region’s countries, schools have been closed for over 200 days.

Mongolia and China have agreed to develop a joint project document to determine the location of a dust and sand storm station when the pandemic situation subsides.

In this regard, a Mongolia-China joint working group to combat desertification and dust storms convened virtually and exchanged information on the desertification situation in the two countries and technologies to combat this.

SOCIAL INCLUSION IN MCC’S MONGOLIA COMPACT: AFFORDABLE WATER FOR ALL IN ULAANBAATAR

Making public services like water and electricity more affordable and accessible for low-income, rural, and marginalized households is a major factor for ensuring social inclusion in MCC’s infrastructure investments. This requires consulting with stakeholders and analyzing demographics and household data to support evidence-based policy decisions.

The Mongolia Water Compact is one example where social inclusion and evidence-based policymaking are front and center. In the Mongolia Compact, social inclusion means keeping water affordable, even as tariffs rise to pay for the needed infrastructure improvements that will address the water shortages that threaten the rapidly growing population of the capital city, Ulaanbaatar (“UB”). Social inclusion also means water service providers and policymakers understand the needs and concerns of all types of households and individuals in the city so that data can inform their decisions.

MONGOLIA TACKLES CLEANER WATER - EDITORIAL

Brown and green water filled with waste and garbage rushes out of a large iron pipe at the new wastewater treatment plant here in Erdenebulgan.

The smell is nauseating, and the sound is deafening. Soon, however, the water will be filtered through an elaborate system of wide and narrow paths, which separate out waste. From there, the water flows into a biological treatment section, where microorganisms break down organic matter even further. Finally, it’s decontaminated with a saline solution.

At the end of the process, the water’s hue has lightened to taupe and the smell is virtually gone. Tests confirm that the water is 93% clean.

The facility is part of a major national project to modernize wastewater treatment plants across Mongolia, which began in 2017. In much of the country, outdated wastewater treatment plants don’t meet current requirements. These aging plants have caused significant environmental problems, poisoning local livestock and threatening herders’ livelihoods.

Christian Escher specialized in environmental education and in communication & storytelling. He co-founded Munich-based "rehab republic" (www.rehab-republic.de), an NGO that develops unconventional environmental education methods, and the creative agency "Sichtbarmacher" (www.sichtbarmacher.de) which helps NGOs and businesses with an ecological or social purpose to improve their marketing and communications. Christian holds a Master’s degree in Biology and before turning independent worked as a science journalist, producing science magazines for French-German television channel arte.

CHINA’S BAN ON AUSTRALIAN COAL: RUSSIA EDGING OUT MONGOLIA TO FILL MARKET VACUUM - EDITORIAL

While China barred the import of Australian coking coal, an interesting competition was on to fill the large space thus left vacant in the Chinese market, the world’s largest. 

Data from December, 2020 show China imported no coking coal at all from Australia, 1.5 million tonnes from Mongolia, and 1.1 million tonnes from Russia, some 700,000 tonnes more than the monthly average. A China-based coal news agency, Today Think Thank, has wondered if Australian coal entered China through a third country. Even with the year-end ban, figures for 2020 as a whole show that Australia was the major coking coal exporter to China, accounting for 35.5 million tonnes or more than half of China’s total import of this major component of steel manufacture.  

The ban is unlikely to be lifted in the first quarter of the year, though in January China did allow some ships carrying Australian coking coal that were stuck in ports to unload their cargo.

GGGI COUNTRY REP.: USD 1 MILLION INVESTMENT IN GREEN ENERGY GENERATES 3 TIMES THE JOBS AS THE SAME INVESTMENT IN BROWN ENERGY - INTERVIEW

Mongolian Economy magazine spoke with Annaka Peterson, Country Representative at the Global Green Growth Institute. We spoke about their projects on updating Mongolia’s NDC, energy efficiency and green economy. 

-How many ongoing projects do you have in Mongolia? Could you give us information about ongoing projects and their progress?

-Our work in Mongolia has been focused on a couple of areas. The first one is climate change and green growth. In 2019, GGGI worked with other international organizations on updating Mongolia’s NDC and providing technical support to the Ministry of Environment and Tourism. As a result, the mitigation target for 2030 was increased from 14 percent to 22.7 percent. Within the framework of this project, we are providing technical assistance on how to calculate greenhouse gas (Hereafter GHG) emissions and develop mitigation actions at a national level.

INDEPENDENT REVIEW ON THE COST OVERRUNS AND SCHEDULE DELAYS OF THE OYU TOLGOI UNDERGROUND EXPANSION

In November 2020, at the initiative of the Government of Mongolia, Erdenes Oyu Tolgoi LLC, through their nominated board members of Oyu Tolgoi LLC, submitted draft resolutions for the establishment of a Special Committee of the board of directors of Oyu Tolgoi LLC whose mandate is to appoint independent experts to conduct an independent review of the cost overruns and schedule delays of the underground expansion of the Oyu Tolgoi project. The proposed resolutions were approved at the meeting of Oyu Tolgoi LLC’s board of directors held on 30 November 2020. Rio Tinto opposed the proposed independent review and Rio Tinto appointed board members declined to support the board resolutions. However, following the approval of the proposal by an overwhelming majority of the board members of Oyu Tolgoi LLC, Rio Tinto gave its assurances to the Government of Mongolia that it will fully support and cooperate with the independent review.

RESULTS OF THE "BUSINESS CONFIDENCE INDEX 2020" SURVEY PRESENTED

The MNCCI released its Business Confidence Index and other data related to the current economic situation. Which aims to assess and improve the overall state of the business environment and identify ways to overcome the crisis.

The “Business Confidence Index 2020” survey is presented at a time when all sectors of the economy, business, investment, trade, services, construction and infrastructure have been hit hard by the COVID-19 pandemic and the subsequent embargoes, and the crisis has been deepened. And the index was -0.28, lower than in the last four years. In particular, unfavorable external markets, slowing export growth, declining foreign direct investment, disruption of normal operations of enterprises, and declining revenues and profits contributed to this assessment.

Total of 132,000 entities submitted tax reports in 2020, but that 98,000 enterprises submitted “X” reports. An X report is a taxpayer report claiming no income or expenses during the reporting period. Financial reports were submitted by 34,000 enterprises, compared to 61,000 entities reporting in 2019.

ELIXIR ENERGY PROGRESSES MONGOLIA’S FIRST GAS-FIRED POWER GENERATION PROJECT

Elixir Energy (EXR) has provided an update on its Nomgon project in the South Gobi region of Mongolia.

Earlier this month, Elixir announced it will push ahead with plans to create Mongolia's first gas-fired power generation project, using coal bed methane (CBM).

The project includes the Nomgon IX CBM production sharing contract (PSC), which has seen its first exploration well, Temee-1S, completed.

The well hit a final depth higher than predicted and did not intersect coal.

Notably, Temee-1S well is, so far, the company’s furthest step-out well and its result serves to define the eastern limit of coal in one of the proven CBM discovery centres.

Elixir is planning of drilling around 30 holes in the Nomgon IX PSC. So far, 12 wells have been drilled, of which 11 previously intersected coal.

The company will now move the rig to the Cracker-1S exploration strathole, around 130 kilometres to the northwest of Temee 1S.

CONSTRUCTION OF TAVAN TOLGOI COAL CONCENTRATOR TO COMMENCE WITHIN THIRD QUARTER

At its regular meeting on April 28, the Cabinet approved a resolution on the measures to intensify activities to exploit the Tavan Tolgoi coal deposit.

According to the resolution, corresponding ministers were charged to launch projects which are included in the construction of Tavan Tolgoi Production and Technology Park and the construction of coal concentrator respectively within the third quarter of this year, according to the feasibility study, and intensify their progress.

The establishment of the plant is crucial to make Tavan Tolgoi coal value-added, raise the value of the coal mine by upgrading the level of mineral processing as well as increase jobs and tax income to be allocated in the state and local budgets.

The feasibility study for the Tavan Tolgoi coal concentrator was discussed and approved this month by the Mineral Resources Professional Council and it is projected to complete the development of a preliminary blueprint of the project within July this year.

NEW CATEGORY TO SUPPORT EMPLOYMENT OF PEOPLE WITH DISABILITIES LAUNCHES

At the initiatives of youths having involved in ‘Young Leadership Program (YLP)’ being run by the Zorig Foundation for the 18th consecutive year, the project - ‘One billion worlds, one billion hearts’ is being successfully implemented.

The objective of the project is to empower the employment of people with disabilities, increase job-seeking channels, ensure sustainable employment as well as give better understandings to society.

As part of the project, the new category has been launched on www.zangia.mn, the largest employment platform in Mongolia, with an aim to enable people with disabilities to obtain all the information of the latest job vacancies that are compatible for their forms of disability from one place.

The 2020 Population and Housing Census of Mongolia counted 106.4 thousand people with disabilities, 94.8 thousand of whom are of working age. However, 72 percent of them are unemployed due to many factors, including lack of jobs and information.

MONGOLIA BECOMES ONE OF THE SEVEN ASIAN COUNTRIES TO HAVE BUSINESS AND HUMAN RIGHTS PROGRAMME

In 2011, the United Nations Human Rights Council endorsed the UN Guiding Principles on Business and Human Rights to promote responsible business practices with three key pillars including State’s duty to protect human rights in business operations, businesses’ responsibility to respect human rights, and both to provide remedies when violations occur. Since 2020, Covid-19 pandemic is causing more frequent human rights violations globally including Mongolia in public, social and business spheres requiring timely and urgent solutions.

Today, UNDP Mongolia officially launched the “Business and Human Rights in Asia: Enabling Sustainable Economic Growth through the Protect, Respect and Remedy Framework” programme funded by the European Union Partnership Instrument and co-implemented by the Ministry of Foreign Affairs of Mongolia with the support from the UNDP Bangkok Regional Hub and Business and Human Rights Asia Programme.

REGULATION ON REQUIREMENTS FOR PROFESSIONAL ASSOCIATION OF REAL ESTATE BROKERS ADOPTED

At the seventh meeting this year of the Financial Regulatory Commission (FRC) dated April 14, 2021, a total of 31 issues were discussed and resolved.

As part of the agenda, the Regulation on Defining Requirements for the Professional Association of Real Estate Brokers was adopted. 

Within the scope of developing the real estate sector, the association had submitted a proposal - for cooperation and coordination of activities - to the FRC. Accordingly, the above-mentioned regulation for defining the requirement of the association was developed. 

Adoption of the regulation provides opportunities to operate faster, cooperate with the FRC in the field of real estate brokerage according to related laws, provide technical assistances, and to conduct training for brokers.

TRAINING REGULATION BY FINANCIAL REGULATORY COMMISSION APPROVED

The Financial Regulatory Commission (FRC) organizes a range of trainings to develop the capacity of participants; professionals working in regulatory sectors, such as: securities, insurance, and others.

Training is important, in: 

ensuring the stability of financial markets,

protecting the interests of investors and consumers,

developing a framework to avoid various financial risks, and

supporting the financial sector's development.

Within the scope of the FRC’s training responsibilities, the Commission's Secretariat has formed a new 'Financial Education and Training Unit' to take overall charge of training. Moreover, a training-related regulation has been developed to support these training activities. The objectives of the regulation include: 

provision of a cohesive organization and methodology for training activities;

standardization of the types and structure of training; and

improvement of the abilities and skills of industry participants (by increasing training opportunities) and contributing to the Commission's strategic objectives.

CU TO DONATE USD 500,000 TO SUPPORT ECO-FRIENDLY GER CONSTRUCTION IN MONGOLIA

BGF Retail announced on April 27 that it has signed an agreement with UNICEF Korea to support Mongolia's eco-friendly and high-efficiency ger construction project.

The signing ceremony was held at the office of UNICEF Korea in Seoul with the attendance of Lee Kun-joon, CEO of BGF Retail, and Lee Ki-chul, secretary-general of UNICEF Korea.

Chairman Gankhuyag Adilbish of Premium Group, BGF Retail's Mongolian partner, Alex Heikens, CEO of UNICEF Mongolia, and Mongolian government officials took part in the event through a video conferencing system.

Under the agreement, BGF Retail will donate US$500,000 through UNICEF Korea over three years to support the construction of eco-friendly and high-efficiency gers for at least 500 families and 10 kindergartens.

‘LENDMN NBFI’ JSC RE-PURCHASES 5 PERCENT OF ITS COMMON SHARES

According to the Resolution No.: 20/37 of Board of Directors meeting, dated on December 23, 2020, ‘LendMN NBFI’ JSC were able to re-purchase the own shares, and the company has been re-purchased 37,609,730 shares in period between December 24, 2020 and March 31, 2021, in accordance with Clause 49, 55, 76 of Company Law of Mongolia.

On April 23, 2021, the Board of Directors meeting of ‘LendMN NBFI’ JSC held by virtually and approved the Resolution No.: 21/17, which is to re-purchase own shares again in order to improve liquidity and stabilizes of share price.

The Resolution states that the company shall re-purchase no more than 5 percent of common shares with price, which is not more than 5 percent of weighted average exchange price in last 30 days.

IPI’S 105 MONGOLIAN WORKERS TO LEAVE ON MAY 1

Approximately 105 Mongolian construction workers of the Imperial Pacific International (CNMI) LLC are scheduled to leave the CNMI this Saturday, May 1, according to IPI Human Resources director Redie Dela Cruz.

At the Commonwealth Casino Commission board’s monthly meeting last Thursday, Dela Cruz, who joined the meeting through Zoom, also disclosed that they are now finalizing a payment plan to pay severance benefits to those foreign workers who had already left the CNMI.

IPI said no construction work at the Imperial Pacific Resort project in Garapan is ongoing because of the U.S. District Court for the NMI’s work stoppage order.

In response to CCC commissioner Rafael Demapan’s question about the status of the remaining IPI’s foreign workers, Dela Cruz said 105 employees from the Mongolian team remained on island.

The HR director said these Mongolian workers, who entered the CNMI with H2-B work visas, are confirmed leaving the CNMI this Saturday through Asiana Airlines.

The GCF is the world's largest fund for reducing greenhouse gas emissions from developing countries, investing in climate change adaptation, and promoting sustainable and green growth. TDB became an accredited body of the Fund in 2020 by the decision of the Board of Directors of the GCF. As a result, TDB will be able to provide one-time concessional financing of $50-250 million for large national projects and programs that support sustainable and green growth. Afterwards, the two sides held an online meeting to welcome the signing of the accreditation agreement for the Climate Green Fund and exchanged views on further cooperation.

MONGOLIAN CONTAINER SHIP CAPSIZES IN HO CHI MINH CITY

A Mongolian vessel capsized in Ho Chi Minh City on Monday, sending dozens of containers overboard.

The ship, spanning 72 meters and weighing 2,500 tons, was anchored at Hiep Phuoc Port of Nha Be District before embarking for Indonesia. However, it capsized at 9 a.m., with its port-side underwater. Berthing ropes managed to keep the rest of the vessel afloat.

Among the 54 containers onboard, 18 fell into the Soai Rap River, with some floating around and others washed ashore about a kilometer away. There were no casualties. Container cargo has yet to be confirmed.

The HCMC Maritime Administration is trying to locate the sunken containers for recovery purposes, while instructing other ships entering and exiting the port to utilize alternate routes for safety reasons.

An investigation is ongoing.

Keller Williams announced Monday that it is opening franchises in Albania and Mongolia, both of which are part of the brand’s continued worldwide expansion.

ARD FINANCIAL GROUP ADDS MONGOLIAN SECURITIES EXCHANGE TO ITS PORTFOLIO

Ard Financial Group JSC (Ard) and its subsidiary Ard X LLC (DAX) have invested in and started a strategic partnership with the Mongolian Securities Exchange. This partnership opens the door for the development of the stock market and non-bank financial sector in Mongolia.
